Welcome to the Climate Security Programming Dashboard for Climate Finance (CSPDxCF). Before starting your project assessment, it is essential to familiarize yourself with the tools and resources available. The insights and recommendations provided by the CSPDxCF are for guidance and informational purposes. The dahsboard does not include live data and is updated once a year. Check the data button to see the date of the latest release. While we have made every effort to maintain data accuracy, the CGIAR System Organization assume no responsibility for any discrepancies or outcomes arising from the dashboard's usage. The CGIAR System Organization, as the Owner of the Site, and the CGIAR FOCUS Climate Security as the administrator of the Site, may collect, store, and use certain types of information about the Users of the Site.
1. General aspects
These terms address what happens to any personal data or personal information that you give to us, or any that we may collect from or about you, your affiliation, your results, name of the project or program, email, at this Site, hosted at www.cso.cgiar.org. It explains how, through the different features our Site hosts, we collect, use, protect or otherwise handle Personal Data or Personally Identifiable Information. Thus, it applies to all products and services, and instances where we collect such personal data and information.
Read this Policy carefully before you provide any Personal Data or Personally Identifiable Information to us. Please proceed if you find the following terms agreeable. Otherwise, you are always welcome to peruse our Site without sharing your Personal Data with us.
2. Key definitions
These are key terms used in this Policy:
“Personally Identifiable Information” or “Personal Data” means any information relating to an identified or identifiable natural person; an identifiable natural person is one who can be identified, directly or indirectly, in particular by reference to an identifier such as name, an identification number, location data, an online identifier, or to one or more factors specific to the physical, psychological, genetic, mental, economic, cultural, or social identify of that natural person.
“Data Controller” means the natural or legal person, public authority, agency or other bodies which, alone or jointly with others, determines the purposes and means of the processing of personal data.
“Data Processor” means a natural or legal person, public authority, agency or other bodies which processes personal data on behalf of the controller.
“Data Subject” is the natural person whose personal data is collected and/or processed.
3. Type of Information collected
Personal information
You can access and use the Site without providing any personal information. If you provide Personal Data through one of the forms available on the Site, you as Data Subject may be asked for information that helps to identify you, such as your name, email address, and name of your organization.
Non-personally identifiable information
We may also collect information about results, publications, data and information generated in projects, participation in events and activities, communications through or with the different components of the Site, and uploads or posts.
We may ask you to share results obtained by you when running analytical tools available at our Site. In this case, you are completely free to refuse or to accept sharing such results with us. Refusing to share your results with the CSO Site does not affect in any way your access to our tools and the ability to run the analyses and obtain your results. If you agree to share your results with us, such results will be showcased at the CSO Site (or Sites) and will be used as per the conditions applicable to “Contributed Materials ” described in the Terms of Use of the Site.
We may also track and analyse information about how Site visitors use the Site by using cookies and collecting IP address information. This information helps us learn about the geographical distribution of our Site visitors and the technology they use to access the Site.
Only summaries of visitors’ behaviour are produced. We use Google Analytics to generate anonymous usage information. The information collected cannot be traced back to a particular individual and is never connected with any personal information you supply to us. Examples of this type of information include statistics on most popular and least popular pages.
You are always free to decline our cookies if your browser permits, although in that case you may not be able to use certain features on the Site and may be required to re-enter information more frequently to use certain services on the Site.
4. Points for collection of information
Information can be collected when you register on the Site, fill out a form, decide in favour of sharing analytical results obtained with tools available at the Site, use an available tool or service, or enter/upload information on the Site. It is also collected when you provide feedback on the Site’s products or services. While not all these points may require you to provide information, we note them for your awareness.
5. Use of the collected information
Personally Identifiable Information collected is used internally by the CGIAR FOCUS Climate Security at the CGIAR System Organization as Data Controller and Data Processor to process your and other users use of the Site, to process your communication with us and is not shared with third parties. The CGIAR FOCUS Climate Security at the CGIAR System Organization manages information collected in this Site in accordance with the research and innovation strategy of the CGIAR System Organization.
We may use such information in the following ways:
• To personalize your experience and to allow us to deliver the type of content, tools and services in which you are most interested or need the most.
• To help diagnose and solve issues with the site in order to improve it and better serve you.
• To follow up with you after correspondence (live chat or email inquiries), send information, respond to inquiries, and/or other requests or questions.
Non-personal information is used to generate usage statistics for the Site so that the we can better understand the preferences of the Site’s visitors and improve the Site.
Information such as project scoring results obtained by you while using tools available at the Site will be used to build up a database of interventions to be showcases at the CSO Site in future versions.
In particular, the CGIAR System Organization retains information for “archiving purposes in the public interest, scientific or historical research purposes or statistical purposes”, as per the scope at point a, of the article 17, paragraph 3, of the Regulation (EU) 2016/679 of the European parliament and of the Council “General Data Protection Regulation (GDPR)” of 27th April 2016.
6. Change of purpose of use
We will only use your Personal Data for the purposes for which we collected it, unless we reasonably consider that we need to use it for another reason and that reason is compatible with the original purpose. If you wish to get an explanation as to how the processing for the new purpose is compatible with the original purpose, please contact us.
If we need to use your Personal Data for an unrelated purpose, we will notify you and we will explain the legal basis which allows us to do so.
Please note that we may process your Personal Data without your knowledge or consent, in compliance with the above rules, where this is required or permitted by law.

Personal Data is:
• shared internally in order to process communications, offer services and tools, process research and innovation-related information.

• A partner and member of the CGIAR, which includes CGIAR Centers and research programs;
• A trusted suppliers, e.g. service providers, consultancy firms or independent consultants, and to entities hired to process the data (Data Processors) on behalf of us, as the Data Controller.
We may disclose your Personal Data to third parties:
• Where we are under a duty to disclose or share your Personal Data in order to comply with a legal obligation, enforce our terms, protect the rights, property or safety of Data Controller, our customers or others. This includes exchanging information for fraud prevent and to prevent cybercrime.
Non-personal information may be shared within the CGIAR System Organization, with Centers and programs or intiatives, and with companies and/or consultants involved in publications, disclosure or communications activities. Notice also that Non-personal information may also be shared by Google with its partners.
9. Storage of information
For some of our internal systems, your Personal Data is contained behind secured networks and is only accessible by a limited number of persons who have special access rights to such systems, and are required to keep the information confidential. In addition, all sensitive information you supply is encrypted via Secure Socket Layer (SSL) technology.
Personal Data that is collected and stored by third-party services is protected according to the privacy policies of each of these providers. Non-personal information is stored on Google servers in accordance with their security and data protection policies and procedures.
10. Retention time
Personal information is retained for the length of time it is needed for use and for as long as is reasonably necessary to achieve the purposes for which it is collected and for our legal entitlements and legitimate business interests.
Information such as IP address, the one collected through cookies, the URL/domain name of any referring website, and so on is maintained indefinitely in aggregated form.
11. Third-party links
At our discretion, we may include third-party links on our Site. These third-party sites have separate and independent privacy policies. We therefore have no responsibility or liability for the content and activities of these linked sites. To avoid any doubt, we do not assume responsibility for the information you may provide to that third party or on/at that website, or for how that third party may use or disclose any information you may provide to them. Data Subject is the natural person whose personal data is collected and/or processed. Welcome to the Climate Security Programming Dashboard, part of the Climate Security Observatory (CSO) platform (the “Site”) (www.cso.cgiar.org). The Site is an online platform that aggregates and processes global data for climate, environmental, peace and security indicators, applying qualitative and quantitative methods to understand the How, What, Where and Who components of the climate-security nexus at different national and subnational scales.
The CGIAR FOCUS Climate Security maintains and administers the Site, which abides by the policies and terms of the CGIAR (https://www.cgiar.org/) and it is owned by the CGIAR System Organization (“Owner”).
In accessing and using the Site, including its subdomains, associated websites, mobile applications and extranets, as applicable, each a “Site” and collectively the “Sites”, you (the “User”) agree to comply with and be bound by these terms and conditions of use (“Terms of Use”) and with the Privacy Policy , unless specific terms apply to a Site or Sites. The content or materials accessed through the Site, include but are not limited to raw data, annotated or otherwise analyzed data, databases, information, reports, videos, images, figures, diagrams, maps, presentations, written documents such as briefs, reports, memoranda, discussion papers, articles (including peer-reviewed articles), books, book chapters, capacity building materials, websites, methods, tools, software, and services (referred all as “Materials”), which can be generated, created or developed either a. by the CGIAR FOCUS Climate Security (“CSO Materials”); b. by CGIAR staff or personnel working at or for any of the Action Areas, Initiatives, Platforms or groups, including staff of or personnel associated with CGIAR Centers; or by CGIAR Funders (“Contributed Materials”); or c. belonging to or originated by third parties, including partners or collaborators, made available through the Site by uploading of such Material, or through links, or by citation or aggregation (“Third Party Materials”).

Unless otherwise explicitly stated, CSO Materials, except for software and images (photos, or videos, or audio files of people), are available under the Creative Commons Attribution-NonCommercial License 4.0 International (CC-BY-NC 4.0), that allows you to download, copy, reproduce, modify, remix, build upon, disseminate, publish without seeking permission from the Owner as long as it is for non-commercial purposes, you give credit to the authors or to the owner as provided in the respective citation, and the copyright notice and this license remain with any of the CSO Materials, even if they become part of derived works. If as a User of CSO Materials you wish to deviate from these licensing conditions, contact the CGIAR FOCUS Climate Security to seek prior authorization. Nothing in these Terms obliges the CGIAR FOCUS Climate Security or the Owner to grant such prior authorization.
b. Contributed Materials
If you decide to contribute Materials to the CSO Site, you must have the right to make such a contribution. You must be the owner of, or have the control over, or have created, generated or developed such Contributed Materials. As the owner of Contributed Materials, you or the organization you represent (e.g. a specific CGIAR Center, a CGIAR funding organization), as applicable, shall retain copyright on the Contributed Materials.
If Contributed Materials are owned by a third party, you must make sure that you have the rights to grant to the Owner the license hereby specified, and allow the CGIAR FOCUS Climate Security to use the hereby specified license. Notice that as User you are completely free to share or not Materials with the Owner or the CGIAR FOCUS Climate Security through the Site. If you decide to share or contribute Materials, you may be prompted to provide information about the name of the organization you come from, represent or employs you, the name of the project or program under which such Materials are generated, and your email address. Some of such information may be deemed Personal Data and in this case, it would be governed by the Privacy policy of the Site.
Contributors must warrant to the best of their knowledge that the Contributed Materials do not infringe the rights of any third party, including copyrights, trademarks or any other intellectual property rights, tangible property rights, privacy protection, prior informed consent, farmers’ rights, rights on traditional knowledge, and/or biodiversity-related access and benefit-sharing rights. 4. Images and audio visuals
The CSO Site uses images (photos) and audio visuals that have been created or generated by CGIAR, including staff working at or for the CGIAR Centers, through its diverse programs, projects and events, and also images or videos available at platforms such as Vimeo.
Images and audio visuals used may have their own applicable license. The CGIAR FOCUS Climate Security either mentions, lists or provides a link to the ownership and use terms applicable to such images and audio visuals. Users must access and use such images and audio visuals in accordance to the terms stipulated in the applicable license.
All photos, videos or audios, particularly where people could be identified, are for non-profit activities including education, research, and related personal activities subject to proper attribution and compliance of the applicable terms. Please contact us if you have any questions.
5. Accuracy of the Materials
Materials appearing on the Site could include technical, typographical, or photographic errors. While the CGIAR FOCUS Climate Security may make efforts to work on the quality and completeness of the Materials, it does not warrant that any of such Materials on the Site are accurate, complete or current. The CGIAR FOCUS Climate Security may make changes to any Materials contained on the Site at any time without notice. Nevertheless, the CGIAR FOCUS Climate Security does not make any commitment to update the Materials. Users and contributors of the Site are completely responsible for the accuracy of the content uploaded by them.
Users can make use of third parties services and contents provided by and embedded in the Site after reading and accepting the associated and applicable Terms of Use and Privacy Policy. The Owner is not responsible for the correct functioning and availability of those third party services or tools, and declines any direct and indirect liability in this regard.
6. User’s Responsibilities
The CGIAR FOCUS Climate Security might decide that a User may need to register and/or create a User account to access or use certain sections of the Site, Materials or other Site features. In such a case, the User will represent and warrant that (i) the User is of legal age or possess legal parental or guardian consent and fully able and competent to abide by and comply with these Terms of Use; and (ii) if the User represents a legal entity, the User has authority to bind such legal entity to these Terms of Use. The User will be responsible for keeping the password and other relevant login information confidential and shall inform the Owner or the CGIAR FOCUS Climate Security if at any point the User considers that her or his password or login information have been compromised and/or is being misused by someone else and shall take such action as is required and/or is requested by us to prevent such misuse. By accessing and using this Site and all its content, you as User agree not to use them for any unlawful, illegal, fraudulent or harmful purpose and activity or in any way that would violate the Owner’s and third-party rights, including but not limited to intellectual property rights.

The Owner logo, formed by its brandmark, the icon or symbol and the tagline, is owned by the CGIAR System Organization. Likewise, the CGIAR System Organization owns the brandmark, the icon or symbol and the tagline, as applicable, of the CGIAR Initiatives and the Climate Security Observatory. In particular, the CSO icon or symbol and the tagline was designed and first expressed in its fixed form in [insert month and year ]. 9. Liabilities and Indemnification
Except as prohibited by law, in no event shall the Owner, nor any of their agents, employees, suppliers and/or sub-contractors be liable to you or any other party for any claim, loss, demand or damages whatsoever (whether such claims, loss, demands or damages were foreseeable, known or otherwise, and including, without limitation, special, indirect, punitive or consequential damages or damages for any loss of data or profit, or due to business interruption) arising out of or in connection with the access, use of or reliance on the Site or information, content or materials created included on the Site by you or any of your agents, employees and/or sub-contractors. You as User are solely responsible for your submission of material to the Site, the use of the Site and for any claims relating to its content. You agree to indemnify, defend and hold the Owners and our partners, attorneys, staff and affiliates harmless from any liability, loss, claim and expense, including reasonable attorney’s fees, related to your violation of these Terms of Use.
10. Governing law and Dispute Resolution
These Terms of Use are governed by and construed in accordance with the General Principles of Law, to the exclusion of any single national system of law.
If a dispute arises between the Owner and you out of or in connection with these Terms of Use and the Privacy Policy , including any question regarding their existence, validity, interpretation, implementation or termination, you and the Owner will try to settle such dispute amicably through negotiation.
If any dispute cannot be settled amicably within 60 (sixty) days, either party shall be entitled at that point to refer the dispute to be resolved by arbitration in accordance with the UNCITRAL Arbitration Rules in effect at the time of the dispute. There will be one arbitrator appointed by the parties by mutual consent, or failing this, by the Secretary-General of the Permanent Court of Arbitration. The place of arbitration will be Paris, France and the language to be used in the arbitration proceedings will be English. Unless otherwise expressly provided in these Terms of Use, the arbitral tribunal will have no authority to award (i) punitive damages, or (ii) damages for consequential or indirect losses. The arbitral award shall be final and binding on both parties.
