Guidance Note for Peace-Informed Programming at the Green Climate Fund
Summary: Conflict has a deep and interrelated impact on health, food, and water security. With agriculture heavily dependent on freshwater withdrawals, disruptions to water supplies can heavily affect food production, which in turn affects health. In fragile and conflict-affected settings, poor governance and climate change exacerbate these challenges, leading to heightened competition for resources and the weaponization of vital assets like water. Projects in such locations, if not aware of conflict dynamics, can inadvertently exacerbate grievances and undermine their contributions to peace and stability – two key factors needed for long-term success in climate adaptation. Hence, incorporating conflict-sensitivity is vital for effective programming in these settings.

Summary: Projects aimed at enhancing livelihoods through climate-resilient adaptation measures in Fragile and Conflict-affected Settings (FCS) can carry high operational risks. They may exacerbate conflict by impacting the complex interactions between socio-economic, cultural, and environmental factors that drive fragility, conflict, and violence. For example, such projects may inadvertently disrupt power dynamics amongst groups by implementing livelihood projects that favor one group over another. Being insufficiently aware of conflict dynamics may also undermine the achievement of the project’s goals and its potential to contribute to peace and stability – peace and stability being important pre-requisites for achieving long-term success in climate action. Hence, a comprehensive understanding and application of conflict-sensitive approaches in these projects is not just advisable, but essential for their overall success and sustainability.

Summary: Infrastructure projects in fragile and conflict affected settings are susceptible to numerous operational challenges, which might inadvertently escalate existing socio-economic and political tensions. Infrastructure, being intricately connected to the daily lives and societal needs of communities, often becomes a flashpoint in conflicts. Essential systems like water, energy, and transportation are not just physical assets; they represent broader social, economic, and political structures that can be either symbols of progress or points of contention. When these vital infrastructures are disrupted or commandeered, it can magnify existing societal disparities, restrict access to essential services, and further entrench divisions. However, with thoughtful planning and sensitivity to the local context, these projects can promote peace, address inequalities, and enhance social cohesion. Success in such endeavors often hinges on navigating uncertain political landscapes, adapting to evolving regulatory frameworks, and understanding potential regional complexities.

Summary: InfrastruSummary: Implementing Ecosystem and Ecosystem Services (EES) projects in Fragile and Conflict-affected Settings (FCS) poses both operational challenges and the risk of inadvertently aggravating socio-political dynamics. The intertwined relationship between human, ecological, and economic systems makes these projects sensitive to conflict dynamics related to land access, environmental degradation, and livelihoods. Changes in ecosystems can be exploited by groups like political elites or armed entities, as observed in numerous case studies. Addressing ecosystem degradation offers opportunities for peace-promoting actions, including intercommunal dialogue. Despite their importance, ecosystem services are often undervalued by decision-makers, risking economic and social resilience. The guidance report further details the operational risks projects may face in FCS and emphasizes the importance of inclusive governance and conflict sensitivity.

Summary: InfraSummary: Energy plays a key role in human activities, driving economies and societies worldwide. Notably, 85 percent of the 800 million people without energy access live in fragile states. With the growing climate crisis and the need to move away from fossil fuels, investments in renewable energy are increasing, especially in Africa due to its vast renewable energy potential. However, there are challenges in introducing renewable energy projects in Fragile and Conflict-affected States (FCS). The rising demand for minerals like cobalt and lithium, essential for renewable technologies, has led to increased conflict and human rights issues since many of these minerals are found in FCS. Large areas of land needed for renewable infrastructure can also lead to disputes, especially in regions with weak governance. But, when managed correctly, renewable energy can promote peace, offering decentralized power systems that benefit remote communities, improve socio-economic outcomes, and encourage collaboration between various stakeholders.

Summary: InfraSuSummary: Transport-related projects in Fragile and Conflict-affected Settings (FCS) encounter operational risks and challenges and have the potential to ignore and/or exacerbate peace and conflict dynamics by affecting the interplay of social, political, economic, cultural, and environmental factors that drive fragility, conflict, and violence. Being insufficiently aware of the conflict dynamics may inadvertently contribute to conflict and undermine the achievement of the project’s goals, as well as undermining its potential to contribute to peace and stability. For example, people living in rural areas are highly dependent on transportation to access markets in larger cities, and any changes in transport methods, whether related to conflict or projects interventions, carry a risk of disruption. Yet opportunities exist for projects to enhance trade links through improved transport thus contributing to better economic opportunities for rural producers.

Summary: In Fragile and Conflict-affected Settings (FCS), projects related to buildings, cities, industries, and appliances face multifaceted operational risks. These initiatives, when not judiciously managed, risk heightening tensions by influencing the delicate balance of socio-economic and political factors, thereby amplifying fragility, conflict, and violence. Such challenges are further compounded by weak governance structures, leading to heightened risks of violence and marginalization. Nevertheless, certain urban regions demonstrate remarkable resilience, underscoring the pivotal role of effective governance and cohesive community practices. This guidance note emphasizes the importance of understanding and addressing conflict dynamics to ensure the success and positive impact of GCF projects in urban settings.

Summary: Land has historically been a focal point of conflict, especially in Fragile and Conflict-affected Settings (FCS), where disputes over forests and land use often intersect with broader socio-political dynamics, including unfair resource allocation, marginalization, and governance challenges. Factors such as climate change, population growth, and urbanization are anticipated to intensify these conflicts in the coming decades. While projects related to forests and land use aim to address these challenges, they can inadvertently exacerbate tensions, especially if they limit resource access, have weak governance, or marginalize local stakeholders. However, with a conflict-sensitive approach, such projects can promote peace by ensuring equitable land access, fostering sustainable resource management, solidifying land rights, and building trust through community engagement and knowledge-sharing.
